Lebanon City Council Meets Tonight at 6:30 PM

Lebanon City Council meets tonight, Monday, August 11, at 6:30 PM in the Stanley H. Allen Council Chambers at City Hall. The meeting is open to the public and will be livestreamed on YouTube at youtube.com/@CityOfLebanonMO. The agenda includes a Purple Heart Day proclamation, routine approvals, multiple public hearings on tax levies and development appeals, and a full slate of ordinances ranging from neighborhood rezoning and final plats to a citywide rebrand, police software, electric line clearing, and lighting for the Downtown Urban Park.

Brief Rundown of Discussion Items

Public Hearings

Tax levies for 2025 will be taken up for the General Fund, Parks, and the Downtown Special Business District. Council will also hear appeals tied to a proposed duplex on Lots 79 and 80 of Kay Avenue, including the conditional use request and the related Final Plat for Flatwood Estates No. 5.

Development Actions

Action is scheduled on the conditional use request for a duplex at Lots 79 and 80 of Kay Avenue and on the Final Plat for Flatwood Estates No. 5. A separate rezoning measure would change two lots at 634 Fremont Road from RS‑1 Residential to RS‑2 Residential.

Ordinances on the Agenda

Council Bill 6892 would amend the zoning map to rezone two lots at 634 Fremont Road from RS‑1 to RS‑2 Residential.

Council Bill 6893 would approve the Final Plat of Flatwood Estates No. 5.

Council Bill 6894 would set the City’s 2025 General Fund Ad Valorem Tax Levy and the 2025 Parks Ad Valorem Tax Levy, establish the rates, and authorize collection.

Council Bill 6895 would set the 2025 Lebanon Special Business District Ad Valorem Tax Levy, establish the rate, and authorize collection within the district boundaries.

Council Bill 6896 would approve a Memorandum of Understanding with the Laclede County Sheriff’s Office for animal control services related to dangerous dogs.

Council Bill 6897 would approve an agreement with Omnigo Software for property and evidence management software for the Police Department.

Council Bill 6898 would approve an agreement with Chandlerthinks for professional services on a citywide rebrand initiative.

Council Bill 6899 would approve an agreement with Lebanon Arborcare for feeder clearing services for the Electric Department.

Council Bill 6900 would approve the purchase of lighting from S4 Lights for the Downtown Urban Park.

Council Bill 6901 would amend City Code Chapter 10 regarding alcoholic beverages and update sections related to peddlers and solicitors.

Additional Items

Routine approvals include minutes from the July 28 work session and regular meeting, warrants, and the disposition of certain Police Department records.
